Position requirements
A Master University degree majoring in business law from a reputable university. At least ten (10) years as in-house legal counsel in an oil and gas company and having experience in international oil and gas business transaction, negotiation, reviewing and contract drafting, such as joint operating agreement, farmin agreement, co-operation agreement, contracts relating to project development, sale and purchase agreement and other international commercial/business contracts; good analytical skills, knowledge on legal matters in the oil and gas industry, production sharing contract and laws that usually governs in oil and gas transaction; experience in interfacing and coordinating with authorities’ representatives and company’s partners is desirable. Fluency in Bahasa Indonesia and English is a must.

Position responsibilities
Your role will include negotiation, preparation and finalisation of various domestic and international business/commercial contracts in connection with company’s activities in the exploration and development of oil and gas. You also will provide the legal advice as required by the Company in connection with the relevant business transactions/projects, corporate legal matters and the implementation of regulations. In addition, you should interface and coordinate with the authorities, Company’s partners or other third parties with respect to the activities under the production sharing contract and the joint operation under the JOA.

AEDFF Vacancy Rural Development Expert, Internal Control Expert

The Aceh Economic Development finance Facility (AEDFF) is a collaborative effort between the Government of Aceh, the Ministry for Development of Disadvantaged Areas (KPDT) and the World Bank with funds coming from the Multi Donor Fund (MDF) and the Government of Indonesia The Project promotes economic recovery and sustainable and equitable economic development in Aceh and focuses on agriculture, animal husbandry, fisheries and estate crops and aims to (1) increase volume and quality of smallholder production, (2) stimulate value added processing and promote trade and investment.
The AEDFF is a unique project whereby NGOs are contracted by the Local Government to help the letter with achieving its medium term development goals. Day to day management of the project rests with a Project Management Unit (PMU) that is housed within Bappeda Aceh. At national level the project is coordinated by the KPDT-AEDFF Secretariat in Jakarta. BMB – Mott MacDonald, in partnership with PPA, is the Project Management Consultant to provide capacity building and project management support services to both the KPDT-AEDFF Secretariat and the PMU.
The Project Management Consultant is looking for applicants to fill the following positions:
1 Senior Expert Rural Development/Private Sector Development
(duty station KPDT Jakarta with frequent travel to Aceh)
and
1 Senior Expert Internal Control
(duty station Banda Aceh with frequent travel to Jakarta)

Main Tasks of the Rural Development Expert are:
- Facilitate internal review of KPDT activities in economic development in terms of effectiveness, efficiency and impact and prepare and present report to KPDT.
- Develop key indicators and mechanisms for measuring effectiveness, efficiency and impact of AEDFF,
- Conduct regular M&E visits together with PMU and KPDT staff
- Review TORs for external evaluations and support missions prepared by PMU, KPDT and NGOs.
- Analyze M&E findings and prepare reports and policy papers regarding possible replication of AEDFF for KPDT and GoA.
- Train PMU and KPDT staff in topics related to economic development and M&E.

Qualifications are:
- University Degree in economics, rural development or other relevant field.
- At least 10 years professional experience, preferably both in government as well as NGOs/private sector development.
- At least 5 years proven experience in M&E of development projects.
- Proven experience in writing policy/concept papers on economic/rural development
- Training and capacity building skills and experience will be an advantage
- Good knowledge of computer skills
- Speak and write in English

- Facilitate internal review of KPDT activities in terms of internal control and transparency and prepare and present report to KPDT.
- Develop key indicators and mechanisms for assessing KPDT internal control systems and transparency

- Proven experience in writing guidelines/concept papers on internal control.

Possess initiative and are enthusiastic. Independent and reliable in handling tasks assigned, willingness to work outside normal hours and travel into the estates whenever required
- Ability to work independently to set up a new accounting system for the Company and to implement the necessary internal control systems
- Strong communication and interpersonal skills and ability to interact with people at all levels is essential
