Root Wireless has upgraded its mobile app and added support for the Blackberry Curve 8530 and Motorola Droid. The company's mobile app relies on users to pinpoint bottlenecks and dead spots on wireless networks, with the Bellevue company saying that adoption of the app is ahead of expectations with more 1.3 million data points collected in 49 states to date. Madrona's McAndrews makes first bet; invests in Searchandise

We've been wondering when Brian McAndrews -- the former aQuantive CEO who joined Madrona Venture Group as managing director last summer -- would make his first investment as a venture capitalist. Well, that day has come, though McAndrews' first publicly announced deal involves a startup on the East Coast.

Madrona today led a $7 million investment in Searchandise Commerce, a 2-year-old Beverly, Mass.-based startup which helps manufacturers secure "virtual shelf space" on leading online shopping sites while at the same time helping retailers derive online ad revenue from the product manufacturers.

The investment is interesting on a few levels, in part because Madrona typically backs early-stage companies that are based in the Pacific Northwest. It usually likes to find those companies very early in their life cycles, coming in as the first institutional money. [Post updated with comments from McAndrews]

WA taxes suds, spares software

With a series of new taxes and difficult reductions in services, the hard-fought budget passed last night by the Washington Legislature won't win many fans in the state. One exception: custom software makers, who can breath a sigh of relief that their services won't be subject to sales tax, as previously proposed.

They probably won't be celebrating the victory over a few beers.

AT&T outage in Seattle (Update 2)

[Update, 10:55 a.m. Here's the statement from an AT&T spokeswoman: "A 3G voice issue this morning in the Seattle/Tacoma may have impacted service for some customers. AT&T technicians quickly worked to resolve the issue, and all service should be up and running. We apologize for any inconvenience to our customers."]

[Update, 9 a.m.: We're now able to make calls, although not consistently. Many readers are reporting in the comments below that their service has been restored, and Seth Bloom of AT&T blogger relations says it's back. Original post follows.]

TechFlash has been getting widespread reports from readers about problems with the AT&T wireless network in the Seattle region this morning, primarily evident when trying to place calls. Service has been coming back for some people over the past 30 minutes, but the glitches appear to be persisting for others in some locations around the region.

PopCap hires Adobe veteran

PopCap Games continues to strengthen its management team, adding Frits Habermann as chief technical officer. Habermann spent 20 years at Adobe where he served as vice president of core technologies, overseeing produces such as Photoshop, Flash and Acrobat. Before that, he worked at RealNetworks and Edmark.

He'll replace outgoing CTO Brian Fiete, who co-founded the company and now will serve as a "technology fellow."

Infosys: Microsoft outsourcing IT services in three-year, global deal

Infosys Technologies Ltd. will manage Microsoft's internal IT services worldwide under a three-year deal announced by the global outsourcing company this morning. According to an Infosys news release, those services will include technical assistance for employees at their desks and from centralized help desks, in addition to management of "applications, devices and databases in 450 locations across 104 countries."

It's one of those announcements that raises as many questions as it answers. We've reached out to Microsoft and Infosys with questions about the impact on jobs in Microsoft's IT department, which employed about 5,000 people worldwide as of last year. We've also asked about the potential effect on Microsoft's practice of rolling out its own products internally prior to their widespread release. That process, traditionally known as "dogfooding," often gives Microsoft insights that it can pass along to product teams and customers.

[Update: Microsoft responds to our questions: "This is simply a consolidation of work that used to be provided by multiple vendors to a single provider, Infosys. As you know, we have had a concentrated effort to be more efficient and save money. This was a major area where we could do this. This new contract will not impact our internal resources. And it won't affect the usual internal exercises we do."]

Report: Venture capital industry has reset to 'healthier' levels

Which way is the venture capital pendulum swinging? That's the question I'll be trying to answer this morning at a BDO networking breakfast with bankers, lawyers, accountants and other business leaders.

Luckily, this is the week that all of the major research firms release their quarterly venture capital reports, so I am coming into the talk armed with some data. Today, the first of the reports -- the CB Insights Venture Capital Activity Report -- showed a renewed optimism during the first quarter as venture capitalists invested $5.9 billion across 731 deals. That's a huge increase over the first quarter of last year, when just $3.9 billion was invested in 483 deals.

Microsoft Kin: Hands-on video and first take on 'social phone'

Over in Redmond today, we got some hands-on time with both of Microsoft's new "Kin" mobile phones, and a demo from Microsoft mobile veteran John Starkweather, a member of the Kin team. In the video above, Starkweather demonstrates the Kin "Loop" home page, in addition to the built-in camera and Zune software.

One of the most interesting aspects isn't the device but the way it will synchronize content created on the phone to a free online service and make it available in a browser interface called the Kin Studio. It works like a "time machine," as Starkweather put it, giving users a timeline of their texts, call history, photos, videos and contacts. They'll literally be able to scroll back to see what was happening in any given month.

Cloud-based storage will be unlimited, and people will be able to go back and download their historical content if they decide to end their Kin service plan at some point in the future, the company said. The online service will work via Windows Live ID. Verizon, which will offer the Kin in the U.S. starting in May, isn't talking yet about the prices it's planning for the devices or related service plans.
